The Domestic Homicide Review Team (EARHVD) began its functions on January 1, 2017, and was created by Article 4-A of Law No. 112/2009, dated September 16, with amendments made by Law No. 129/2015, dated September 3. Its activities are regulated by Ordinance No. 280/2016. According to Article 2 of its internal regulations, EARHVD's mission and objectives include the retrospective analysis of homicides that occurred in the context of domestic violence and have already been subject to final judicial decisions or decisions of dismissal or non-indictment. The aim is to draw conclusions that allow for the implementation of new preventive methodologies in the respective procedures and the production of recommendations to public or private entities involved in this field.
Therefore, the objective of this project was to analyse the defined retrospective evaluation model and its implementation, the respect for the rights of the individuals involved, the composition of EARHVD, and the conditions for carrying out its mission, the selection and representativeness of the cases under analysis, and the impact of EARHVD's activities and reports on the procedures for preventing and combating violence against women and domestic violence.
